Job Description – Civil Engineering

Job Purpose:

The primary responsibility is to ensure that the construction and modification of any new / revamp / or existing projects are carried out effectively as per Tender Documents, Drawings, BOQ & Department Manual & Procedure. Projects are to be delivered on time, on budget, and in accordance with company terms and conditions. The candidate shall be responsible to manage and supervise all assigned Project works with the team. The candidate also should assist the Engineering Manager in developing, upgrading, and applying department procedures to meet the company’s KPIs and targets.

Principal Duties and Responsibilities

  • Assess project requirements and develop conceptual and detailed electrical designs in compliance with applicable standards and project specifications.
  • Prepare and review technical specifications, scope of work, and design documents necessary for sourcing services, equipment, and materials related to electrical systems.
  • Develop and issue tender documents and request quotations in accordance with company policies and procedures. Ensure all documents are reviewed and approved prior to release.
  • Prepare and validate the electrical scope of work and associated Bill of Quantities (BOQ), ensuring integration with civil and mechanical requirements as applicable.
  • Identify and report any deviations or non-conformities from tender specifications or approved drawings during project evaluation and execution phases.
  • Prepare and submit technical reports including evaluations, variation orders, time extension justifications, amendments, addenda, and clarifications for review by the Line Manager.
  • Ensure all electrical installations and works are executed as per approved drawings, specifications, and safety standards.
  • Coordinate and lead commissioning and pre-commissioning activities, ensuring readiness of systems and all related documentation.
  • Confirm availability of Al Maha-supplied items and verify that all necessary submittals and approvals are in place prior to initiating related site activities.
  • Supervise and coordinate with consultants and contractors on-site to ensure compliance with the approved scope of work, schedule, and quality standards.
  • Review contractor work performance during project execution and post-commissioning and provide performance evaluations and feedback for future reference.
  • Analyze additional work requirements, assess technical impact, and prepare technical justifications or proposals for management review and approval.
  • Maintain accurate and up-to-date records of project documentation, including as-built drawings, test reports, and approvals.
  • Participate in the preparation of annual project budgets and estimations for electrical works based on historical data and forecasted project demands.
  • Monitor project progress, identify potential delays or risks, and propose mitigation measures to ensure timely and on-budget delivery.
  • Ensure all assigned projects adhere to company policies, health and safety regulations, and applicable legal and environmental requirements.
  • Review project documentation and reports for accuracy and completeness and escalate critical issues to the Line Manager for appropriate action.
  • Work collaboratively with multidisciplinary teams and departments to ensure project integration and alignment with strategic goals.
  • Provide technical guidance to junior engineers, technicians, and support staff involved in project execution.
  • Demonstrate the ability to manage multiple projects, prioritize tasks effectively, and meet demanding deadlines in a dynamic environment.
  • Ensure all project activities are executed in alignment with prevailing government regulations, statutory requirements, and local authority guidelines relevant to electrical installations and construction practices.
  • Interpret and apply contractual clauses and legal requirements throughout the project lifecycle, ensuring contractor obligations and company interests are fully protected.
  • Monitor contractor compliance with regulatory permits, safety standards, and labor laws during project execution, and raise any non-compliance issues with appropriate authorities.
  • Support the Engineering Manager in preparing, reviewing, and executing contract documents, service-level agreements, and regulatory submissions in accordance with company policy and legal obligations.
  • Liaise with relevant government departments and utility authorities to facilitate timely inspections, NOCs, and final approvals required for commissioning and handover.
  • Maintain accurate documentation and ensure traceability of all regulatory correspondence, contract amendments, and official approvals related to the project.
  • Participate in contract review meetings and negotiations to ensure that technical and commercial terms are well understood and implemented during execution.
  • Contribute to risk assessments and contractual risk mitigation strategies to minimize disputes and ensure smooth project delivery within legal and regulatory frameworks.
  • Support internal audits and external reviews related to contract management and compliance with governmental standards, ensuring corrective actions are implemented where required.
  • Track and Control Project Progress: Monitor project execution against approved schedules and deliverables, ensuring alignment with scope, budget, and KPIs.
  • Conduct Site Inspections: Perform regular site visits to assess work progress, verify quality standards, and identify potential issues early.
  • Implement Structured Monitoring Tools: Use systematic tools and processes to evaluate performance, generate reports, and support data-driven decision-making.
  • Ensure KPI Compliance: Apply and monitor individual, departmental, and company KPIs to ensure performance is measured and continuously improved.
  • Support Change and Improvement Initiatives: Facilitate organizational or procedural changes by guiding teams through structured transformation and process optimization.

HSE Standards:

  • Understands the HSE policies and procedures of the company and adheres to them at all times.
  • Reports incidents of HSE violations and lapses to relevant authority.

Requirements:

  • Experience: 3 years
  • Essential Qualifications: Bachelor's degree in civil engineering, Electrical Engineering, Project Engineering, or any related field.
